苏北农民工市民化的主要问题及其对策研究
Main Problems and Countermeasures of Migrant Workers Citizenization in Northern Jiangsu
摘要
Abstract
The main problems of migrant workers citizenization in Northern Jiangsu are the urbanization of household population has been lagged , the task of citizenization has been become heavier , the urban and rural public service supplies have not been adjusted in place , and the urban settling threshold of migrant workers has been become social risk , the public cost sharing mechanism has not been perfected .On this basis, some suggestions were put forward as follows:to promote the migrant workers happiness as the aim of citizenization , to improve the employment and entrepreneurship ability of migrant workers as the premise of citizenization , to promote the equalization of basic public services of resident population in urban and rural and in different regions as the core task of citizenization , to scientifically calculate the citizenization cost and ability of migrant workers as the basis for formulating citizenization policy , to perfect the rural land policy as an important path to promote migrant workers happiness, to establish the hooking mechanism between local public expenditure and local resident population as a key measure to promote the equalization of basic public services in urban and rural, to establish the hooking mechanism between provincial fiscal transfer payment and resident population as an key point to promote cross-region migrant workers citizenization of northern Jiangsu , to increase financial transfer payment to backward counties ( cities) in northern Jiangsu as the focus of promoting the equalization of regional basic public services , to establish assessment mechanism for the citizenization of migrant workers as an important force for promoting the citizenization of migrant workers in Northern Jiangsu .关键词
