摘要

Abstract

Coal mine production brings serious soil heavy metal pollution. Soil heavy metal pollution has become a serious threat to local agricultural product safety and human health, especially in the eastern part of China, the coal resources areas coincide with the grain production areas highly. Ecological compensation is a set of policy tools to solve environmental problems, it has made significant progress in ecological compensation for drainage area, ecological compensation for agricultural and forestry, ecological compensation for resource exploitation. It is an effective way to solve the pollution control of heavy metal pollution in coal mine area in China by selecting reasonable ecological compensation standard and perfecting the supporting mechanism. By studying the characteristics of heavy metal pollution in farmland of coal mining area, the paper puts forward the way of ecological compensation for different pollution levels, and establishes a compensation standard measurement system based on "environmental value" and "opportunity cost". The compensation mechanism of ecological compensation is constructed from the aspects of ecological compensation principle, compensation subject, source of funds and compensation methods, this paper puts forward the construction of supporting mechanism of ecological compensation from the aspects of policy guarantee and legal guarantee, and provides reference and reference for research on the ecological compensation of heavy metal pollution in coal mine area in China.
