我国分级诊疗的发展进程分析
The Development Process of Hierarchical Medical System in China

Abstract
The Opinions of CPC Central Committee and the State Council on Deepening the Health Care System Reform were issued in March 2009 and pointed out that the difficulties of getting medical treatment and problems of high expense in medical care should be alleviated in order to establish a health care system with rational construction covering urban and rural areas.Hierarchical medical system is one of the nost important measures in the reform of health care system.According to the overall deployment of the new medical reform,the hierarchical medical system has been carried out all over the country and the periodical success has been achieved.Based on the relevant policies and references,this paper expounds the development process of hierarchical medical system in China.Therefore,it shows that our country is currently faced with several difficulties in the process of health care system reform,such as the lack of collaborative payment methods,obstacles from the medical mode because of economic interests,residents' low recognition degree of hierarchical medical system and so on.This paper proposes to reform payment methods of hierarchical medical system and to establish the combination of medical institutions in order to improve the quality of medical services in primary health care institutions and to promote the development of the family doctor service mode in China.关键词
