海南省家庭医生签约服务开展现状及发展建议研究
Current Situation and Development Suggestions of Family Doctors'Contract-signing Services in Hainan Province
摘要
Abstract
From Hainan Health Yearbook 2015,we collected and analyzed the data of general status of grassroots medical institutions in Hainan,and studied the status and challenges in the delivery of family doctors' contract - signing services. The challenges in family doctors' contract - signing services delivery were summarized as follows:insufficient government investment (1168357500 yuan in 2015);insufficient family doctors (1020 cases);low salary for family doctors (per wages income of 56760. 80 yuan ); unsatisfactory service capabilities of family doctors; insufficient policy support; poor informatization construction and so on. In view of these,based on referring to the experience of other domestic areas in which the service has been offered,we proposed tailor - made solutions:developing a scheme consisting of " one contract and three systems";accelerating the service development by multi - departments cooperation and support systems construction;facilitating the community - based first - contact care development and improving the dual referral system in stages;training general practitioners with great efforts and enhancing the service capabilities of grassroots medical institutions;building provincial - level medical and healthcare online platform;establishing a scientific system for the assessment of the service delivery. All these would lead to the effective implementation of the family doctors' contact - signing services.关键词
