Abstract
Urban rail transit is vigorously developing in our country,while some local authorities apply for the construction of urban rail transit projects regardless of their own financial abilities,which results in heavy debt burden and serious loss after operation.In order to avoid the occurrence of similar situations,the approval of construction application focuses on the financial investment capacity of the applicants and their balance of funds.In this paper,on the basis of the three warning red lines related to capital balance,the solution to the capital shortage and the elimination of the higher proportion of capital accounting to local public budget are addressed and measures for increasing income and reducing expenditure are put forward.The research results may provide some references for the construction of urban rail transit.关键词
