摘要

Abstract

The electricity market construction has the top priority in the new round of electricity market reform . In order to smoothly transfer the planned mode of power systems to a market mode , and reach a perfectly target electricity market model , a reasonable electricity market is critical . Based on the analysis on operation status of electric power system in China , the electricity market basic mode and foreign electricity market construction experiences , etc . , the evaluation indexes of construction route optimization suiting the Chinese electricity market is established . On this basis , this paper demonstrates the feasibility of the electricity market construction carrying out the medium and long-term electricity trading before the spot transactions . The specific implementation of construction route is designed and the critical technology issues in the implementation process is discussed . Furthermore , considering the contradiction of China s new energy consumption and the power network security constraints , etc . , this paper suggests that a mode of medium and long-term electricity transaction plus balanced scheduling" should gradually transfer to long-term contracts for difference plus centralized spot market" , and the auxiliary service market and electricity futures market should be built timely to achieve the goal of complete market system .
