摘要
Abstract
This paper analyzed the need of scientific management of marine resources and environ-ment,and the problems found in "Technical Manual of Resource and Environmental Carrying Ca-pacity Monitoring and Early-Warning (Trial)"and pilot evaluation.Re-understanding of the basic theory,the related concepts,the index system and the applicability of the method were put for-ward.One conclusion of this study was that multi-parameter and multi-objective evaluation system including regional characteristic evaluation indexes should be built up to promote the im-portant change of marine resources and environment management,from factor management to scientific management of human-ocean relations,from status quo management to process manage-ment and risk management.关键词
