海洋生态文明视角下的海冰防灾减灾能力建设探析
Analysis on Capacity Building of Sea Ice Disaster Prevention and Mitigation under the Perspective of Marine Ecological Civilization
摘要
Abstract
Sea ice disaster is one of the major marine disasters in Bohai Sea and Northern Yellow Sea,it is of great significance for the protection and promotion of construction of China's marine ecological civilization to strengthen the capacity of sea ice disaster prevention and mitigation.The mutual promotions between the capacity of sea ice disaster prevention and mitigation and the con-struction of marine ecological civilization,as well as the current situation were analyzed in this pa-per.On this basis,some thinking and suggestions on strengthening the capacity building of sea ice disaster prevention and mitigation in China were put forward from five aspects including basic data acquisition,forecasting and warning service,disaster risk assessment and zoning,disaster loss assessment and disaster emergency plan,which were based on the perspective of marine ecological civilization and guided by general requirements and basic principles.关键词
