摘要
Abstract
In this paper, the main difficulties and problems in the domestic existing implementation system of the permit system for toxic and harmful substances discharge are analyzed. The progress and experiences of the international practices in enforcement of the discharge permit system from the aspects of legal guarantee, permit range, discharge requirements and process monitoring management are summarized. Finally, suggestions are put forwards including enhancing legislation construction, developing emission lists, improving emission standards, building up platforms for integration of regulations, strengthening technical supporting capabilities, etc..关键词
