森林经营标准化的法律依据及问题探讨
Discussion on Legal Issues of Forest Management Standardization in China
摘要
Abstract
This paper studies the legal basis of forest management standardization, the legal status, the legal management subject and the responsible person and then analyzes the existing problems and puts forward suggestions for improvement. It indicates that the relevant laws of forest management standardization has not formed the system of mutual bases. There are certain legal provisions for forest management standards but some technical problems still exist. The forestry departments lacks of legal basis to carry out forest standardization management. The obligation of forest management subject does not consistent with the liability. There is no explicit legal provisions of sequence between forest certification and forest management standardization. Therefore, This paper puts forward some improvement suggestions from two aspects as the legal revision and forestry work practice.关键词
