摘要
Abstract
At present, the Soil Pollution Control Law (draft) is on the process for comments, and the current documents about management and repair of soil pollution sites are only rules and standards. Lack of legal integrative planning of soil pollution prevention and control at the national level leads to the difficulty in identification of the main responsibility for pollution site remediation, resulting in judicial injustice and other issues. Therefore, the legal system of pollution sites in China must be improved and the order of the main responsibility body nust be clarified. On the basis of reference to the USA superfund system, it is tried to establish a government soil restoration fund for solving the problems of increasing pollution sites.关键词
