Research on the Comprehensive Benefit Evaluation Index System and Evaluation Method of the Conversion of Cropland to Forest Program
摘要
Abstract
Based on the principles of mutual unity between systematicness and hierarchy,mutual combination of operability and comparability,mutual unity between dynamics and statics,the comprehensive benefit evaluation index system of the Conversion of Cropland to Forest Program is established.The index system can provide the basis for the government to formulate the relevant policy of the Conversion of Cropland to Forest Program,at the same time it can also realize the rating of all departments and units,so as to play a stimulating and spurring role,to promote the smooth implementation of the program.The combination evaluation method is put forward to conduct the comprehensive and objective evaluation to the comprehensive benefit of the Conversion of Cropland to Forest Program.The method is more objective and scientific than the traditional single evaluation method,and it provides a new idea for scientifically evaluating the benefit of the Conversion of Cropland to Forest Program.关键词
