淮河流域水环境治理路径的整体性研究
Study on the Integrity of Water Environment Governance Path in Huaihe River Basin
摘要
Abstract
Whether the semantic change or the governance mode change of river basin water environment management,the essence of change is to solve the problems of inefficiency and fragmentation in the process of water environment management.Under the dual pressures of current public management transformation and grim situation of water environment management,based on the theory origin and applicability analysis of Holistic Governance,and combining with twenty years practical exploration of the Huaihe River management,proposed an innovation path to realize the comprehensive governance and the overall operation of water environment.The feasible scheme is that through the structure innovation and institutional constraints,stimulate governance effectiveness of the market and social organization,through the re-evaluation of water environmental governance process to tamp the foundation of institution of holistic governance,and eventually to bulid an overall government with the overall spirit and technical support.关键词
