Exploring Research on Establishing Island Chief System
摘要
Abstract
Based on the important strategic thoughts on the ecological civilization construction of General Secretary Xi Jinping,and the practice of Sansha City in Hainan province,this paper has drawn lessons from the experience of River Governor System,Lake Chief System,and Bay Chief System to explore the significance of establishing Island Chief System.The paper also analyzed the particularity of natural ecology of islands,explored the scope of implementation of Island Chief System,as well as the responsibilities,main tasks and safeguards of Island Chief.In particular,five major tasks of strengthening planning and strengthening resource protection,as well as six safe-guard measures such as improving the working mechanism and strengthening examination and ac-countability were put forward in this paper.It would provide policy suggestions and decision-mak-ing support for establishing the Island Chief System,promoting the integration of ecological civili-zation construction into all aspects and the entire process of island social development,and promo-ting the high-quality economic development in island areas.关键词
