福建省无居民海岛开发利用的契机、挑战和对策
Opportunity,Challenge and Countermeasure for the Development of Uninhabited Islands in Fujian Province
摘要
Abstract
This paper summarized the development,protection and management status of uninhab-ited islands in Fujian province.It analyzed the opportunity on development of uninhabited islands from the perspective of the gradually perfect laws and regulations,which also pointed out the problems of high investment cost and long payback period,the homogeneity and low quality of de-velopment,the destruction of islands ecological and environmental resources,the unresolved his-torical issues and the failure of different islands to be classification managed.On this basis,coun-termeasures and suggestions were proposed on exploring a new development mode of islands, speeding up regional Islands planning,straightening out islands protection and management sys-tem,hierarchical management of islands.关键词
