高校产权结构重组的具体路径研究
Research on Concrete Ways of Property Rights Restructuring in Colleges and Universities
摘要
Abstract
The restructuring of university property rights is characterized by a general trend towards diversification, with the focal point placed upon triple rights,namely,the right to ownership,the right to use and the right to earn-ings. The restructuring of university property rights is of great importance,which can not only improve the efficien-cy of educational resource allocation,but also enhance the vitality and quality of school running. To be specific, the reorganization of property rights structure in colleges and universities should orientate itself towards diversifying ownership rights,expanding the scope of service items based on transfers of the right to use,maximizing the incen-tive of the right to earnings,establishing contract-based university operating system,promoting the institutionaliza-tion of property rights restructuring,and improving the supervisory system.关键词
