欧亚经济联盟国家食品行业技术性贸易措施研究
Study on Technical Trade Measures in Food Industry of the Member States of Eurasian Economic Union

Abstract
With literature analysis, statistical analysis and dialectical analysis method, this paper researches the information on food safety related SPS/TBT notifications from 2010 to 2016 given by the member states of the Eurasian Economic Union, the food with H.S. codes such as 02, 03, 04, 07, 08, 09, 10, 15, 16, 17, 18, 19, 20, 21 and 22, export situation of edible agricultural products and their existing problems. The results show that there is not a big share of exported food and edible agricultural products from China in the member states of the Eurasian Economic Union with obvious economic complementary and geographical advantages. The export category is mainly based on fruits and their products, vegetables, meat, fish and animal products, etc., with low added value and easy to be affected by technical trade measures. To solve the impact of technical trade measure in Eurasian Economic Union on China's food and edible agricultural products, the focus should be put on tracking Russia's the primary technical measures to trade of agricultural products, such as fruit and its products, vegetables, meat, fish, animal products. The starting point and the key point is to improve the communication cooperation mechanism with neighboring countries, promote the establishment of "China-Central Asia-Europe Imported and Exported Agricultural Product and Food National Inspection and Testing Area", Quality and Safety Demonstration Area and Demonstration Enterprises, establish government-led and functional department-involved food and agricultural product technical trade measures research and evaluation base, improve the supply structure, guide Chinese enterprises to improve product quality and safety as well as build the Chinese quality brand.关键词
