Abstract

The wind farms and combined heat and power (CHP) units have tended to predominate in the power supply structure of the Northern and Northeastern provinces. It becomes increasingly challenging to increase the flexibility of power system operation and control (PSOC). This problem can be tackled by the potential flexibility of CHP, which are unlocked by the coordination between electrical power system (EPS) and district heating system (DHS). However, using the limited potential flexibility of CHP to meet the different demands of flexibility from PSOC is a big problem. In this paper, the concept of multiple time-scale flexibility of CHP (MTF-CHP) is defined and a coordinated dispatch model of CHP unit and heating network system is proposed. Based on the proposed dispatch framework, a robust interval heat dispatch model of DHS based on the heat storage characteristics of heating pipeline networks and a power system scheduling model considering multiple time-scale flexibility of CHP are proposed to implement the optimal allocation of MTF-CHP. Based on an integrated electric and heat supply system, the impact of the MTSF-CHP on the wind power curtailment, the system reserve demand and the system operation cost are studied. And the simulation results show an important guidance purpose for quantity determination of rebuild CHP units.
