科技金融政策执行研究:影响因素及理论模型——基于企业问卷调查与多案例研究
Research on Technological Finance Policy Implementation:Factors and Model Building-Questionnaire and Case Study

Abstract
Technological small and medium-sized enterprises (SMEs) are the target group and the beneficiary of technological finance policy,and their feedback in the process of policy implementation is of great significance to improving policy making and implementation. Based on the perspective of technological SMEs,an analysis framework was built according to the theory of public policy.Then the methods of questionnaire and case study were carried out successively to explore the factors and their mechanism deeply in the process of policy implementation consisting of policy acquisition,policy application and policy availability,which contributed to the building of target group oriented factor model for technological finance policy implementation. The results show that pressure of innovation input and entrepreneurship develop the corporate intention of policy acquisition;the innovation type and application cost determine the enterprise policy preferences to intervene the application decision,while ownership of property and implementation threshold increase the difficulty of enterprise policy participation;and fragmentation, collaboration between departments and regulatory influence final satisfaction of policy implementation.关键词
