中国的城乡划分与城镇化评估——基于国际比较的视角
China's Rural-Urban Classification and Urbanization Evaluation:From the Perspective of International Comparison

Abstract
It is very important to evaluate China's urbanization progress during the process of promoting new urbanization construction,which determines the strategy of urbanization development. However, the difficulty lies in urbanization measurement.There has been quarrelsome on the measurement of China's urbanization.Defects have been existed in the urbanization indicators both in terms of resident and in terms of hukou.Moreover,it is hard for international comparison without using the same definition.And the urbanization indicator based on urban-rural dual structure can hardly describe its dynamic evolution.As it is used exclusively in plenty of countries including OECD countries,OECD regional classification based on tripartite structure can describe the urban-rural evolution well.Using the OECD regional classification, the author made a regional classification for China based on the fifth population census of 2000 and the sixth population census of 2010.Besides, the author evaluated the urbanization process of China using the classification results, depicting the range for intermediate area which lies between urban and rural area. Urbanization in Eastern China is on the same level of that of OECD,while Northeastern China has a much lower urbanization level compared with index from national statistical bureau.Compared with 33 member countries of OECD, China's urbanization is around the median level.Therefore, the policy target of China's urbanization should focus on citizenization and provision of urban public service.Classification based on county and district level provides a good base for classification based on township and street level.关键词
