Abstract
This paper summarizes the investigation and management of soil pollution in Taiwan of China in order to provide useful references for the implementation of "Action Plan for Prevention and Control of Soil Pollution" of China. The investigation, monitoring and management of soil and groundwater pollution in Taiwan began in 1980s, which has a history over 30 years. Remarkable achievements were obtained in three aspects of investigation, legislation and funding. "Environmental Protection Agent" of Taiwan has carried out the investigation and remediation of contaminated soil and groundwater, declared the three-in-one ideology of soil, groundwater and sediment, established the legislation and standard system centered on Soil and Groundwater Pollution Prevention Law, including the classification, partition management, the "double standards", technician signature system and land registration system etc., and public participation; set up the Soil and Groundwater Pollution Remediation Fund managed by Fund Management Committee, the fund is used in the ways of advance recovery, substituting punishment and social services purchasing etc. to emphasize the responsibility of enterprises in order to promote the development of environmental protection industry.关键词
