科技合作引领气候治理的新形势与战略探索
Trends and strategies to enhance global climate governance through science and technology cooperation
摘要
Abstract
The reaching of the Paris agreement indicates that the world is making a positive transition to low-carbon economy,and it has become an international consensus to rely on technological innovation and cooperation to address climate change.In recent years,European Union's leadership in the field of climate change decline.Donald Trump's Administration of the United States recently announced the withdrawal of the Paris agreement.Consequently,the Global Climate Governance once lost leadership and direction.China has always been a guardian in the global climate control process,who has taken an active part in the multilateral process of climate change and has fulfilled its commitment to addressing climate change with its own practical actions.In recent years,China has increasingly shifted from purely low-carbon technology importing countries and recipient countries into a low-carbon country with both technological input and output.In the Post Paris period,China needs to do the strategic adjustment and layout.The breakthrough point will be the international science and technology cooperation in the field of dealing with climate change.Thus,it is necessary to establish a guiding ideology,which is ‘ to practice the interests of community of shared future for mankind,to carry out scientific and technological cooperation on climate change,and to take the initiative to explore new direction of Global Climate Governance’;then China's goals of ecological civilization construction will be achieved,the soft power competitiveness and technology ability to address climate change will be enhanced to be intrinsic motivation,and China can play a comprehensive,active,and positive role to lead Global Climate Governance in the direction of relying on international science and technology cooperation when addressing climate change.关键词
