环境分权是否真的加剧了雾霾污染?
Is environmental decentralization really exacerbating haze pollution?

Abstract
It is an important prerequisite and institutional foundation to solve Chinese environmental pollution problems by dividing the government's environmental management power scientifically.Although previous studies focused on the relationship between Chinese-style decentralization and environmental pollution,most of them used fiscal decentralization indicators to simply describe the situation of Chinese environmental decentralization.These studies ignored the importance of exploring the reasons of increased haze pollution from the perspective of environmental management systems.On the basis of the existing research,this paper used the panel data of Chinese provinces and constructs the environmental decentralization index from the perspective of the scale and quantity of environmental protection institutions;after that,it applied the dynamic space panel model and empirically examined the influence of Chinese environmental decentralization on haze pollution.The results showed that:① The increase of environmental decentralization would improve Chinese haze pollution situation.Specifically,it is most obvious for improving Chinese haze pollution situation to increase environmental monitoring decentralization.The environmental administrative decentralization was the second.Environmental monitoring decentralization had the least effect on haze pollution.② Haze pollution had significant spatial autocorrelation in various regions of China.The haze concentration would spread to the surroundings with the change of wind direction and humidity across different regions.③ Haze pollution has a certain path dependence in China.Haze particles in the air would further aggravate the pollution in the next phase.IIn order to solve the haze pollution problem,it is reasonable to increase the degree of environmental decentralization appropriately in China give local environmental protection departments more power of developing environmental laws and regulations,decentralize the right of using funds for managing haze appropriately,and allowe local environmental protection departments to set up staff positions and agencies specifically.In addition,it is necessary to strengthen the regional cooperation mechanism to solve haze problem.It is important to strengthen the supervision mechanism of residents on local governments' environmental protection work.In this way,it will be helpful to improve Chinese environmental decentralization management system,accelerate the work of haze governance,and then boost the ‘ Beautiful China’ construction.关键词
