政府环境规制内生性的再检验
Re-examination on the endogeneity of government's environmental regulation

Abstract
With the implementing of environmental regulation,the local government is committed to the coordination of environment protection and economic growth.Whether environmental regulation is endogenous or exogenous not only determines the econometric analysis method,but also presents different theoretical influence mechanisms and the actual regulatory effects.Based on the unbalanced panel data of 287 prefecture-level cities from 2006 to 2014,this paper analyzed the endogeneity of China's local government environmental regulation using the simultaneous equations model.In order to analyze the different regulation mechanisms,this paper chose the total amount of discharge wastewater,the discharge wastewater per unit of output and the industrial wastewater centralized processing rate respectively as environmental regulation indicators.The results showed that all regulatory indicators were significantly endogenous and different indicators show different effect mechanisms.There was a significantly linear positive correlation between the total emission regulation and economic development,while a significant inverted U-type relationship between the discharge waste water per unit of output regulation and economic development existed.The reason is that,in terms of the city local government,aggregate constraints are still closely related to economic development,and companies are more likely to choose to migrate or change the choice of factors of production,while the constraint of unit output value and concentrated treatment rate directly affect the technical improvement.The difference provides the idea for the city to optimize the environmental regulation strategy.In order to achieve the coordinated development of environment and economy,every city should make a choice between the total pollution control and the discharge per unit of output based on their different situations.Those developed cities in the eastern region that have already crossed the turning point will not rely solely on high emissions,but should focus on controlling the total amount of pollution,while those mid-western cities and resource-based cities that haven't crossed the turning point should focus on minimizing pollution emissions per unit of output and cleaner production.关键词
