高等教育层次结构对中国新型城镇化进程的影响研究
Research on the impact of higher education hierarchy in the process of new urbanization in China
摘要
Abstract
This paper focuses on how to play the role of higher education hierarchy effectively in the process of China's new urbanization.In the first place,based on the new urbanization put forward by central working meeting on urbanization and " China's Program on New Urbanization",it sets up the New Urbanization Indices of eastern,central and western regions from aspects of population index,industry index,environment index and overall urban-rural development by using PCM (Principal Component Method).Then it uses Spatial Dubin Model to analyze the impact of higher education hierarchy on the New Urbanization Indices of eastern,central and western regions.The results are as follows.①The spillover effect of graduate-level higher education in the eastern region is much better than that in central and western regions.②The direct effect and spillover effect of college-level higher education in the central and western regions are better than that in eastern region.③Part time higher education drives the new urbanization more actively in the western region.Therefore,the paper suggests that:firstly,strengthening the investment on graduate-level higher education in the eastern region,thus providing the high-level talents support for the process of new urbanization;secondly,coordinating development of urbanization in the central and western regions,thus providing economic support for the spillover effect of high-level talents in the process of new urbanization,so that the phenomenon of human resources' agglomeration effect on new urbanization is larger than diffusing effect in these regions;thirdly,based on the principle of coordinating the industry structure and urbanization level in the central and western regions,increasing the enrollment scale of some selected college majors as appropriate in the central and western regions,so as to strengthen the capacity of undertaking industrial transfer and meet the need of local new urbanization for human resources;fourthly,based on the characters of weak human resources capital and lower industry structure in the western region,inviting universities from central and eastern regions to make network educational classes in western region,in order to develop the parttime higher education conforming to the industry structure and urbanization process in the western region.关键词
