国家可持续发展实验区建设的回顾与展望
Retrospect and prospect of National Sustainable Development Pilot Zones
摘要
Abstract
China made a rapid economic growth since the Reform and Opening-up Policy,however,the social development wasn't to keep up with economic growth and the extensive mode of economic growth also caused environmental deterioration.In 1986,Chinese government initiated the National Sustainable Development Pilot Zones (NSDPZs),which is a local pilot project aimed to promote integration of economic growth,social progress and environmental protection relying on the governance system innovation and technology popularization.During the past 30 years,the NSDPZs made great achievements,which mainly embodied in promoted domestic popularity of sustainable development concept,explored a number of regional sustainable development modes,and played a window to show the world China's remarkable progress in sustainable development.However,there are also many deficiencies in the work of the NSDPZs,mainly reflected in having defects in the top-level design,without integrated into the national layout of innovation driven development,and insufficient of capacity building.With changing situation of sustainable development governance both at home and abroad,especially the UN passed the 2030 Agenda for Sustainable Development and China announced All-round Economic,Political,Cultural,Social,and Ecological Progress(Five-in-One),Five Principles of Development,and the Belt and Road Initiative,gives the NSDPZs new historical missions.For the future,the NSDPZs should,based on the experiences and lessons learned from the past 30 years,take integrating implementation of the 2030 Agenda,the Five-in-One and Five Principles of Development as objective,key obstacles of regional sustainable development as the focus,and innovation as power,to explore systematic solutions for key sustainable development obstacles,summary typical modes of sustainable development,and play a modeling and leading role for sustainable development of domestic similar regions,and share successful experiences and animated cases to other developing countries by the Belt and Road Initiative.关键词
