贫困山区耕地利用转型对农业经济增长质量的影响
Influence of cultivated land use transition on quality of agricultural economic growth in poor mountainous areas

Abstract
Cultivated land use transition in poor mountainous areas is an important way to promote agricultural economic growth,to eliminate poverty and to stimulate regional coordinated development.Based on the law of diminishing land marginal returns,this paper discusses the mechanism of cultivated land use transition on the quality of agricultural economic growth in poor mountainous areas.An empirical model of influencing utility is constructed.Through 16 poor counties/areas in western Hubei as a case study,we further analyze causes of influences from technical efficiency and technological progress,and put forward suggestions for each county based on their current situations,aiming to promote economic growth and regional coordinated development in poor mountainous areas.The results show that:①the cultivated land use transition can affect the quality of agricultural economy growth in terms of functional form transition and spatial form transition.The former contains:crop production,living guarantee and ecological protection;and the latter includes landscape pattern and quantity distribution.②Transition of cultivated land use can improve agricultural economic growth quality in a certain period of time.However,in the long run,there is a marginal utility diminishing effect on the quality of agricultural economic growth.③ In Fangxian,Changyang,Jianshi and Laifeng,the cultivated land functional transition promoted utility on agricultural economic growth quality.But the space transition had marginal decreasing utility.In Yunxian and Xianfeng,space form transition promoted utility but functional form transition had marginal decreasing utility.④In Yunxi,Zhushan,Danjiangkou,Zigui,Enshi and Badong,both functional and space form transitions promoted utility on the agricultural economy growth quality.However,Zhuxi,Lichuan,Xuan'en and Hefeng had marginal diminishing utility,which verified the accuracy of the mechanism analysis.Finally,some policy suggestions on cultivated land use and management in poor mountainous areas are put forward in perspectives of economic measures,land engineering,policy and institution.关键词
