精准识别视角下产业扶贫效果评估
Performance evaluation of industrial poverty alleviation from the perspectivie of precise recognition

Abstract
Although industrial poverty alleviation is the basic approach to help the poor farmers out of poverty,the accurate estimate of the performance on it is researched less.In view of this,this paper uses the propensity score matching method to construct the evaluation model of industrial poverty alleviation and take the survey data of poor households of Shaanxi province for empirical research.Firsdy,Based on the Muitidimensonal Poverty Index and the relevent literature,this papar constructs the variable index system of industrial poberty alleviation from three dimensions:economic condition,living standard and spiritual dependence to evaluate the effect of industrial poverty alleviation.And the covariate index system is presented from three dimensions individual factors,precison identification and supporting measures by drawing on the SPO theory and RHB model.Secondly,following the procedures of establishing the propensity score probability model,equilibrium evaluation,treatment effect estimation and sensitivity analysis,this paper analyzes the effect of industryial poverty alleviation in Shaanxi province.On the basis of the study mentioned above,the following conclusion are given in this paper:in general,the effect of poverty alleviation industry is limited in Shaanxi province and this conclusion is verified by different macting methods and less sensive;the specifical effect of industrial poverty alleviation is that the industry can increase per capital income 1510.04 yuan under the guidence of one to one matching and it has no significant effects on improvement of the living standards and psychological dependence.The paper also finds that poverty coefficient,labor ability,skills training,industrial adaptability and infrastructure are six major factors affecting poor families to participate in industrial poverty alleviation.In particular,the industrial poverty alleviation is hard to cover the extremely poor households;the poor household who has strong family labor force,receive the skills training and financial support or lives in inadequate infrastructure village is more likely to participate in industrial poverty;and compared with the stronger industrial adaptability areas,the area with moderate industrial adaptability are less involved in industral poverty alleviation.Based on the above research results,this paper puts forward four suggestions including:adjusting the poverty alleviation loan policy,breaking through the way of poverty alleviation,building the precision identification system of poverty alleviation industry and establishing the mechanism of the benefit of the poor households and enterprises accordingly.关键词
