Abstract

As an important part of ecological civilization construction in China,ecological compensation of river basin is an effective means to solve the problem of water pollution,ecological and economic development of river basin in China.The key to construct and operate the ecological compensation mechanism of the river basin determines ecological compensation standard.In this paper,the comprehensive water quality index (WQI) is used to evaluate the water quality of the river basin,and judge the compensation direction of each region through comparison with the agreement water quality index.Then,considering the difficulties in different concentrations of pollutants,taking the direct processing cost data of 76 typical sewage treatment plants in China as samples,the differentiated ecological compensation standard model based on replacement cost is constructed,and the compensation amount of each region is calculated by taking Xiaoqing River Basin as an example.The results show that:First,the difficulties in removing pollutants increase with the decrease of concentration,in the restoration to the same standard under the premise,the treatment costs per unit COD and ammonia nitrogen are respectively exponentially related to the influent concentration.Second,COD and ammonia nitrogen is taken as the evaluation index.In 2016,the overall water eco-environmental quality of the Xiaoqing River Basin was bad,the water quality of the five cross sections was Grade V,and the negative externalities were obvious.The comprehensive evaluation index of water quality in the upper reaches of Jinan was 5.822,and the pollution was the most serious.Third,based on the contributions to protection and pollution of the various watersheds,the offset of the amount of compensation for the upstream compensation and the amount paid to the downstream,the final amount of compensation for the region along Xiaoqing River Basin in 2016 were:the Jinan section of the basin needs to pay 11.282 2 million yuan,the Binzhou section needs to pay 45.285 3 million yuan,Zibo needs to pay 17.036 8 million yuan and the Dongying section needs to pay 1.497 7 million yuan.The compensation results reflect the actual situation of water quality in Xiaoqing River Basin,and reflect the difference of compensation standard,which provides a new way for the measurement of ecological compensation standard.The compensation amount based on the replacement cost can be used as the lower limit of the compensation standard.In practical application,the amount of compensation can be appropriately increased to stimulate the enthusiasm of the residents in the river basin.
