京津冀城市圈公共服务资源配置与人口城镇化协调效率研究
Research of coordination efficiency between basic public service and population urbanization in Beijing-Tianjin-Hebei Urban Agglomeration

Abstract
This paper constructs an index system to evaluate the coordination efficiency of public service and population urbanization based on the super-efficient SBM network model,explores the efficiency changes of various trends from the differences of spatiotemporal distribution about the efficiency of public service resource allocation,population urbanization efficiency and the two sub-efficiency system,and provides the guidance for the improvement of the system efficiency according to the analysis result of the super-efficient SBM model.The results show as follow:①The coordination efficiency of the system shows the pattern of'south high,north low'and the coordination efficiency gradually decreases with the passage of time,and it turns out space agglomeration effect.② The efficiency of public service resource allocation and the efficiency of population urbanization show the pattern of'the north and south sides are high,and the middle cities are low'and'umbrella spread'.It turns out to be increasing year by year and spatial spillover effect is obvious.③ The methods to improve the coordination efficiency of the system are reducing the number of employees in the public service industry and the area of per capita built-up areas and increasing the number of teachers and the proportion urban population.At last,the local governments should make different construction land control policies according to their social and economic development characteristics:firstly,for promoting the equalization of public resources allocation,and continue improving the low efficiency of city public service investment breadth and depth,it should also carry out the inspection and supervision of the special funds to improve the pure technical efficiency of resource allocation of public service.Secondly,it should be reasonable to control the scale of urban population for the DEA effective unit area,and improve land use efficiency.For less effective DEA unit area,it should be properly configured weak effective factor input,and adjust the industrial structure and promote the rational population urbanization process.Thirdly,in order to improve the efficiency,it should reduce the public service jobs and take the competition mechanism.For the two or three line city,it shall strictly control the annual new construction the size of construction land and improve land use efficiency.The first-tier cities should relax the household registration access policy and improve the employment environment for the non-household people.关键词
