矿业权重叠引致了煤炭产业技术效率损失吗?
Does mineral rights overlapping lead to the technical efficiency losses of coal mining industry?

Abstract
Increasing production efficiency and reducing surplus capacity is the key point to promote the supply-side reform of energy industry in China.Meanwhile,the mineral rights overlapping is a typical factor which not only affect the production efficiency and imperfect competition of coal mining industry,but also lead to the factor mismatching and capacity heterogeneity.Mitigating mineral rights overlapping risk is becoming an important breakthrough to push forward the changes in the way energy is produced and used.We analyze the impact of mineral rights overlapping on the technical efficiency loss of coal mining industry,using the panel date of different province in China between 2004 and 2014.The main results show as follows:mineral rights overlapping,insufficient production capacity and factor allocation distortion have a significant positive effect on technical efficiency losses of coal mining industry.The results of panel Ⅳ models which considered the endogenous problem also support the conclusion.When adding the rate of coal resource tax on local fiscal income and the rate of coal resource tax on finished product income into the threshold model separately,as the threshold valuable,we find that mineral rights overlapping will have a signification threshold effect on the technical efficiency losses of coal mining industry,that is first go up and then down.When the proportion of coal resource tax levied exceeds the threshold,the marginal effect of mineral rights overlapping on the technical efficiency of coal industry gradually diminishes.Due to the regional differences in the level of coal industry concentration and ownership structure,the technology spillover caused by the agglomeration economies over the mineral rights overlapping has been insufficient and let to the loss of technical efficiency.Obviously,the transmission of mineral rights overlapping risk is influenced by the policy,capacity and innovation factors.Therefore,in order to alleviate the risk transmission,some measures should be considered to develop the coordination of different policies,such as tax policy,industrial policy,energy policy and technical policy.Meanwhile,the government should strengthen the supervision of illegal crossborder mining behavior,alleviating the impact of imperfect competition on natural resource mining efficiency.关键词
