Abstract
This article, taking Ontario Province as an example, systematically researches its 'parallel structure' administrative framework, including two types of municipality. The relationship between Ontario Province and municipalities changed from the parental relationship to cooperation in the last ten years. The planning system of Canada can be divided as policy type and legality type. Policy planning makes the strategy development policy and considers overall benefits, while legality planning balances and restrains different subjects in the development of space and environment. Based on the in-depth discussion of Canadian administrative structure and its 'policy and statutory' planning system of different levels, this article puts forward some suggestions to Chinese administrative framework and planning system.关键词
