Building Good Business Environment of Rule of Law in Guangdong-Hong Kong-Macao Greater Bay Area——From the Perspective of Docking the Rules of International High-standard Investment and Trade

Abstract
In order to make Guangdong-Hong Kong-Macao Greater Bay Area into an international excellent Bay area and a world-class city group, good business environment of rule of law, marketization and internationalization should be built to adapt to this strategic objective. Good business environment of rule of law in Guangdong-Hong Kong-Macao Greater Bay Area can help our country to accumulate relevant useful experience for establishing new opening economy system and for serving and supporting "The Belt and Road" initiative and economic cooperation and trade cooperation between China and countries along "The Belt and Road" in the future. In the next period of time, it is suggested that taking " rule of law going first" and "administering Bay Area by rule of law" as the basic concept and principle, taking the CEPA as the fundamentals of law, drawing lessons from international experiences of TPP, BIT Agreement and TISA of UNCTAD and so on, having the courage to dock the international high-standard rules of investment and trade and forming the investment and trade system framework of Guangdong-Hong Kong-Macao Greater Bay Area as soon as possible, thereby to promote investment liberalization, trade facilitation and financial internationalization of Guangdong-Hong Kong-Macao Greater Bay Area and finally to achieve the high-level free trade cooperation and the normalization of strategic construction between the inland, Hong Kong and Macao.关键词
