PPP项目存在的腐败风险及其防范初探
On the Risk of Corruption in PPP Project and Its Prevention

Abstract
The purpose of the governmen's introduction of PPP project is to give full play to the natural endowments of the government and social capital, so as to improve the quality and efficiency of public service supply, so as to maximize the public interest. To this end, the government needs to give full play to the basic functions such as transforming the functions of the government, stimulating the vitality of the market and reducing the financial burden, which the PPP should possess. However, in reality, due to various factors, the government is prone to deviate from the purpose and function of the PPP projects in the process of implementing, which causes the risk of corruption in the PPP projects. It is manifested as corruption risk of information disclosure, corruption risk of function fulfillment, corruption risk of bidding competition, corruption risk of system implementation, and corruption risk of officials themselves. Based on the detailed analysis of the causes of corruption in the PPP projects, specific measures are proposed to prevent the risk of corruption, such as speeding up the transformation of government functions, establishing a fair and reasonable market competition mechanism, building a complete information disclosure mechanism, improving the PPP supervision mechanism and improving the relevant PPP legal system, so as to provide the inspiration for preventing the risk of corruption in PPP projects.关键词
