Implementation's Retardation and Solution of Campus Ice and Snow Policy in China:Under the Sabatier and Mazmanian's Policy Implementation Framework

摘要
Abstract
Based on the literature review and logical analysis,the author makes an in-depth analysis of the implementation of campus ice and snow policy in China on the basis of Sabatier and Mazmanian's policy implementation framework.The results show that the retardation factors which block the implementation in campus ice and snow policy are the complexity of the policy problems,the target groups' balance of interests,the fragmented policy,the shortage of policy resources,lack of effective integration between policy enforcement agencies and the examination-oriented education system and imperfect supervision mechanism.Therefore,in order to breakthrough those retardation factors,we should perfect the ice and snow policy system to provide a strong support for the policy implementation;broaden the resources channels to form a"govern-ment leading and social participation"resources supply model;integrate the executive organization system to improve the implementation of inter coordination mechanisms;establish the incentive mechanism and strengthen the supervision and ac-countability system;improve the examination-oriented education system and cultivate students' passion for winter sports to promote the effective implementation of campus ice and snow policy.关键词
