政府培育社会体育组织的实践与反思——以上海为例
Practice and Reflection on the Cultivation of Social Sports Organizations by the Government:Taking Shanghai as an Example
摘要
Abstract
To clarify the development path of the cultivation of the social sports organizations by the government,this study focuses on the present situation and difficulties for both the operation of social sports organizations and the cultivation of the organizations by the government by using the methods of literature review,group discussion and expert interview.To clarify thedevelopment path of the cultivation ofthe social sports organizationsby the government,this study focuses on the present situation and difficulties for both the operation of social sports organizations and the cultivation of the organizations by the government by using the methods of literature review,group discussion and expert interview.The results show that:Under the new situation,the social sports organizations fostered by the government have the capacity of internal drive,ex-ternal push and collaboration.At present,the number of organizations has begun to take shape,the organization network is initially formed,and the organizational function has begun to take effect.In the process of fostering,governments at differ-ent levels still have some problems such as the simplicity of the main body,vagueness of the object,instrumentality of the mediator,andhysteresis of the ring.The pathsby which thegovernment fosters the organization are as follows: Playing the platform role of the sports organizations at all levels,implementing the cooperation mode of government and urban sports associations,community sports clubs,etc.Playing the guiding role of the policy and carrying out the precise cultivation ac-cording to categories,stages and problems.Playing the traction role of the system construction, separating administration from social organizations,integrating the organizations,coordinating the departments,and implementing the support and guarantee for cultivation.关键词
