基于犹豫模糊互补偏好的PPP融资模式选择群决策研究
Research on PPP Financing Model Selection Group Decision Based on the Hesitant Fuzzy Complementary Preference

Abstract
In view of the problem of subj ectivity and variability in the current PPP financing mode selec-tion,based on the hesitant fuzzy set theory,the decision model of PPP mode selection group is construc-ted.Based on economy,applicability,risk and complexity,the model constructs a decision index sys-tem.The initial weight is determined by the combination of expert legal weight and expertise weight;the preference information of expert decision is expressed by hesitant fuzzy number,which improves the validity and rationality of PPP financing mode scheme selection decision.Setting up threshold index of group consensus and improving the level of expert consensus by adj usting expert weight and individual preference at the same time.According to the scoring function,the scheme rankings of the final consen-sus level is obtained.Through an example analysis of an intercity railway proj ect,it can be concluded that the model method can select the appropriate financing mode of PPP proj ect accurately and effective-ly.关键词
