摘要
Abstract
The construction of utility tunnel is the strategy level of municipal pipe network for constructing and managing upgrade. It can effectively solve the problem of city road zipper which is caused by municipal pipelines repeated digging,convenient for dailyˊs repair and maintenance;it can improves municipal pipelines anti disaster ability, letting municipal pipelines have more operational efficiency and security;it has significant economic and social benefits. The paper definitely introduces the definition of utility tunnel, producing benefit and development process; Secondly, it analyzes all investment by the government, investment by the government and pipeline units and investment by Public-Private-Partnership of the three modes,also it analyzes the consist of using fees,influences of charge pricing,charge mechanism and comparison of construction,operation and management modes of utility tunnel at home and abroad; Lastly, it analyses the current problems of utility tunnel on construction and operation in our country, and gives the corresponding comments and suggestions, hoping to provide a theoretical reference for the long development of utility tunnel in our country.关键词
