Analysis of the Multiple Streams of Production-education Integration Policy: Matching, Coupling and Development

Abstract
The study analyzes the policy of production-education integration issued by the State Council in Dec. 2017 by resorting to John W Kingdon's theory of multiple streams. In Multiple Streams Analysis system, the problem stream includes economic and social development in the new period puts forward higher requirements on the supply side reform of talent training and scientific and technological innovation, the appeal of the institutional environment in the practice of industry-university-institute cooperation; the policy stream is composed of the leading and promoting role from government authorities, relevant policy proposals put forward in the results of experts and scholars and the experience of local governments in formulating laws and regulations; the political stream refers to the proposals put forward by the representative of the NPC, ideas and actions of national legislature and party leaders. It is the 19th National Congress of the CPC held in October 2017 opened the "window of policy" to deepen the integration of production and education. We believe that the government should continue to assume the main responsibility of institutional innovation, improve the follow-up policy system step by step and attach importance to the softening effect from the policy entrepreneurs.关键词
