水污染物排污权有偿使用差异化定价研究
Study on Differential Pricing for Paid Use of Water Pollutants Emission Permits
摘要
Abstract
The paid use price of emission permits is an important part of emission tradinginstitution,the uniform price standard is often used by pilot provinces and cities as the paid use price of COD and NH3-N water pollutants emission permits,the differences of social economy, resources environment,industry characteristics and industrial development don't be considered on the areas. Taking Henan Province for an example,comprehensively considering the regional social economy, resources environment, industry emissions and industrial development, through the construction of regional differentiation index system, analysis of the proportion of industrial water pollutant emissions and the direction of national industrial development,the differential pricing model for paid use of emission permits was established based on bench-mark prices,regional differential adjustment factors,industry differential adjustment factors and industrial differential adjustment factors. The example of a new medical manufacturing project in Kaifeng City shows the pricing model is feasible.关键词
