运动休闲特色小镇PPP建设模式的风险分担模型研究
Risk Sharing of PPP Mode in Sports Leisure Characteristic Town
摘要
Abstract
In this paper,stakeholders of the PPP project were determined by stakeholders theory,which determined the sport and leisure characteristic towns. Based on the two dimensions of stakeholdersˊinfluence and interests,it is determined that the stakeholders in Region B are key stakeholders.The use of risk de-composition ten categories of risk structure of the PPP model risk sports and leisure town building characteristics according to risk characteristics and sources of risk into identified.Based on the risk identification,the government and social capital share the ANP network to share the risks of macroeconomic risks,sports and leisure risks,market risks,construction risks,and force majeure risks model.Using Saaty1-9 scale and expert on sports and leisure PPP mode risk-shar-ing feature of the town construction period scoring,Super Decision software to determine the proportion of government departments and social capital side of the risk-sharing,risk-sharing scheme proposed aid.In the risk-sharing PPP model of sports and leisure featured towns,the government departments should bear more macroeconomic risks and force majeure risks.The social capital should bear more special risks of sports and leisure activities,market risks and construc-tion risks.关键词
