消费端碳交易市场中政府初始碳配额分配策略研究——基于政府和家庭演化博弈的视角
The allocation strategy of government for initial carbon allowance in downstream carbon trading market: an evolutionarily game between government and households

Abstract
Reducing downstream carbon emissions has become urgently required with the in-depth development of carbon emission reduction practices in the upstream carbon trading market.In the downstream carbon trading market government was assumed to have two strategies of ‘ slack policy’ and ‘ strict policy’ about the allocation scheme of initial carbon allowance,and households were assumed to have two strategies of ‘ reduce carbon emissions’ and ‘ do not reduce carbon emissions’.This study constructed an evolutionary game model between government and households,and analyzed the stability of the game model,applied numerical simulation to analyze the evolutionary process,and put forward some policy suggestions.The results showed that there are two evolutionary stable strategies in three scenarios which are:① the evolutionary stable strategies of government are all ‘ strict policy’;② the evolutionary stable strategy of households will be ‘ reduce carbon emissions’,when the cost of carbon emissions reduction is less than it of purchasing carbon emissions permit;③ the evolutionary stable strategy of households will be ‘ do not reduce carbon emissions’,when the cost of carbon emissions reduction is more than it of purchasing carbon emissions permit,and the trading benefit of following ‘ strict policy’ is more than it of following ‘ slack policy’ when households play ‘ do not reduce carbon emissions' strategy.It is found to be a periodic characteristic of the two players' strategies,when the cost of carbon emissions reduction is more than the cost of purchasing carbon emissions permit,and the trading benefit of following ‘ strict policy’ is less than that of following ‘ slack policy'when households play ‘ do not reduce carbon emissions' strategy.Further analysis show:the rate of convergence will be increased by a smaller gap between own initial strategy and evolutionary stable strategy,the rate of convergence for government will be increased by a smaller gap between household initial strategy and evolutionary stable strategy,the rate of convergence for households will be increased by the bigger gap between government'initial strategy and evolutionary stable strategy when households play ‘ reduce carbon emissions' strategy,and the rate of convergence for households will also be incrcased by a smaller gap between government'initial strategy and evolutionary stable strategy when households play ‘do not reduce carbon emissions' strategy.Additionally,government is suggested to implement a strict allocation policy of initial carbon allowance,establish an evaluation and incentive mechanism of reducing household carbon emissions,build,improve the operation mechanism of downstream carbon trading market,and implement a pilot scheme for household carbon trading.This study elaborated the evolutionary stable strategies of government and households in downstream carbon trading market,and provided policy suggestions for downstream carbon emissions reduction,thus this study could contribute to achieving the goal of reducing global carbon emissions.关键词
