Abstract
The top-down design of supply system is the core solution to promote emissions trading market's coordinated development,which solves realistic problems like inactive market.Based on the demand-supply research paradigm,through the in-depth interviews with 21 industry experts and insiders,we construction the index system of emissions trading market's coordinated development system.Afterwards,via the factor analysis of 693 questionnaires between 24 emissions trading institutions,index systems of collaborative market's early phase,growing phase,maturity phase and weight coefficient of different indicators are confirmed,it is used to observe the stage differences of specific systems and the importance of promoting emissions trading market's coordinated development at a specific phase.The study finds that the weight coefficients of these indicators are significantly different at different phases,and these indicators constitute the basic system,developmental system and regulatory system of the cooperative market.In the early phase,legal orientation of collaborative market tends to be the most influential indicator.The secondary indicators which are contained by the initial stage rank the top three in the overall index system.Operation standard is the main indicator in the growing phase while supervision and operation standard are the core indicators in the maturity phase.The market stimulation,incentive support and supervision also play important roles in the growing phase.The importance of secondary indicators covered by growth stage appears to be a normal distribution.In the mature stage,secondary indicators are as important as level indicators.Hence,it is suggested that the government should focus on the phase characteristics of coordinated development of emissions trading market,make real-time monitoring and dynamic adjustment.Legislation should be considered first in the initial phase,to give a clear legal position to the cooperative market and development strategy and planning should be focused on.In the growing phase,the government should stimulate the market to expand overall transaction size and activity besides the construction of operation standard.Both market supervision and unified standard operation should be used together to ensure the sustainable development in the maturity phase.关键词
