摘要

Abstract

Under the background of building a service-oriented government, the State encourages social forces to participate in social undertakings. The community education is part of social public undertakings, thus, besides the support of governments, its development also needs to attract social forces to participate, continuously improve the quality and efficiency of public goods supply, so as to meet people's diverse and higher level of learning needs. Due to the vigorous advocate and promotion by related policies, the preliminary results in quantity, mode, type and way have been made in the practice of Shanghai social forces to participate in community education. But, seeing from the current overall situation, there exist problems, such as uneven participation, not high enthusiasm of social forces, thus, it is necessary to strengthen the support of policy, the breakthrough of mechanism and the further unequivocal system.
