江苏省中职教育公共支出的受益分布研究——基于BIA方法的分析
Benefit Distribution of Public Expenditure of Secondary Vocational Education in Jiangsu Province——Analysis Based on BIA
摘要
Abstract
Based on the method of Benefit Incidence Analysis(BIA), this paper analyzes statistical data of Jiangsu Province from 2009 to 2013. The results show that public expenditure gap of secondary vocational education in all regions of Jiangsu has narrowed in general. The main beneficiaries of Jiangsu Province secondary vocational education of public resources is the south area of Jiangsu. Benefit per student is higher than benefit per capita in north and central area of Jiangsu. While in north area of Jiangsu,benefit per capita is higher than benefit per student. The level of public expenditure, regional economic development and the direction of public expenditure are the main factors that influence the public expenditure distribution of secondary vocational education in Jiangsu Province. To promote secondary vocational education fairness and achieve balanced development of education,strengthening the implementation of policies, increasing the total investment, strengthening the provincial fiscal transfer of vocational education in underdeveloped areas of payments, supporting private secondary vocational education and promoting diversified vocational education are the effective ways.关键词
