基于耕地非市场价值和机会成本的 耕地保护补偿标准研究 ——以江苏省为例
Research on Compensation Standard of Arable Land Protection Based on Non-market Value of Arable Land and Opportunity Cost——A Case Study of Jiangsu Province
摘要
Abstract
Protecting arable land is of great significance to safeguard national food security and promote social and economic development. Scientific and reasonable compensation of arable land protection can stimulate the enthusiasm of the local government and farmers in protecting arable land , and enhance the effect of arable land protection. Taking Jiangsu province as an example , the non-market value of arable land is RMB 110200 per hectare calculated through Contingent Valuation Method (CVM).Accordingly, the compensation standard for arable land protection is RMB 55100 per hectare. The compensation standard of the local government is RMB 496100 per hectare on the basis of the opportunity cost of arable land protection. The result is an overall compensation for arable land protection , which helps to establish a long-term and effective compensation mechanism for arable land protection , and provides the basis for local governments to make relevant policies.关键词
