Challenges and Countermeasures for the Application of Value for Money Appraisal in Infrastructure PPP Projects

Abstract
During recent years, private sectors are encouraged to take an active part in franchising of urban infrastructure investments and operations, which promotes the rapid development of Public-Private Partnership (PPP) . This paper focus on the challenges and existing problems of promoting Value for Money ( VFM) appraisal in China. The trams PPP project in H city was selected to carry out the case study analysis. Countermeasures for perfecting the VFM appraisal were suggested. Findings of the research may propel the establishment of a complete VFM appraisal system, exert the dominating functions of VFM in the process of decision-making, and enhance the orderly development of PPP in China.关键词
