摘要

Abstract

The business environment has become the main field of local competition in China. It is the premise and foundation for optimizing busi-ness environment to comb the current situation of business environment and discover the weak points of business environment. The business envi-ronment assessment model, represented by the World Bank's Business Environment Report, has congenital deficiencies, which are the liberal orientation of evaluation , the poor applicability of the indicators , and insufficient reliability of the data sources. The domestic business environ-ment assessment practice model , which is based on the World Bank Assessment Model , has similar defects. Business environment assessment should overstep the gap between the value orientation of liberalism and the tendencies of quantificalism. Under the concept of "taking people as the center", in the macro background of "making the market play a decisive role in the allocation of resources", the business environment construc-tion should start from the market allocation demand of social resources. The evaluation of business environment should take the satisfaction of the market subject and the public as the basic criterion. Taking the democracy of evaluation subjects , the availability of evaluation information and the comparability of evaluation results as the construction principles of the business environment assessment framework , we design the index system from three dimensions: the overall experience , the government environment and the factor environment. Surveying the satisfaction of a certain pro-portion and number of main market subjects can ensure us to understand the effect of business environment construction for the perspective of the customer.
