摘要
Abstract
According to the unified arrangement of the Ministry of Agriculture and Rural Affairs,the pilot project of"Vaccination First,Subsidy Latter"in animal compulsory immunization in farms was carried out in Anhui province in 2017. Through policy guidance,promotion via conferences,publicity and training,pilot demonstration,supervision and inspection and other measures,the"Vaccination First,Subsidy Latter"policy has been implemented in an orderly manner. As a result,both the subject consciousness,responsibility consciousness of animal farmers,and the regulatory capacity of animal health authorities had been further improved,with the vaccination effect being improved. Meanwhile, due to the reasons of large workload,complex application dossiers and process as well as large gaps between subsidy and cost,some veterinary authorities and farms at county level are not enthusiastic. It's recommended to simplify the subsidy process,adjust the subsidy policy timely,reduce management cost and improve the work efficiency,so as to promote a comprehensive and efficient implementation of the policy.关键词
