小城镇生态环境治理的困境及其现代化转型
On Plight of Eco-environmental Governance in Small Towns and Its Modernization Transformation
摘要
Abstract
With the active promotion of national urbanization policy, the economy of small towns is progress-ing rapidly, which causes particular″industrial and agricultural, urban and rural″environmental problems in the meantime. Meanwhile, in the process of eco-environmental governance, there are many difficulties and challenges to face, such as imperfect environmental protection mechanism, backward management mode, absence of institution, weak infrastructure and insufficient supply of basic public services. These difficulties have seriously restricted the practice of eco-environmental governance, and affected the process of new ur-banization and agricultural modernization. We should make great efforts to promote the modern transformation of conception, subject, mode and institution of eco-environmental governance in small towns in order to improve the system and enhance their governance competence, which will be the key to a better governance and sustainable development in small towns.关键词
